New rules for vat and e‑invoicing in Romania’s public sector

A clear guidance by ANAF

On 7 March 2025, the Romanian National Agency for Fiscal Administration (ANAF) published a new brochure outlining the VAT registration and e-invoicing obligations for public institutions. The brochure aims to help Romanian public bodies understand their responsibilities and take the right steps toward compliance. It includes information on the VAT registration process, relevant forms, and which institutions must submit e-invoices through the national system.

What the brochure covers

The document walks readers through the VAT registration process, highlighting which forms are needed and when they should be submitted. It also explains how public institutions should handle e-invoicing, including technical and procedural aspects.
There’s a practical element as well: the brochure contains a direct link to a list of all public institutions that fall under the current obligations. This helps organizations quickly verify if they’re subject to the rules and get started with compliance if needed.

Who should read it

This document is especially relevant for finance and administration professionals working within Romanian public institutions. But advisors and service providers supporting public sector clients may also find the guidance useful.
For those affected or advising on compliance, the complete brochure is available on the ANAF website via this link.
