Estonia is moving forward with new legislation on e-invoicing. On 18 September 2024, the Parliament approved amendments to the Accounting Act. The changes make e-invoicing mandatory for taxpayers registered in the Estonian e-business register. This requirement is expected to start on 1 July 2025, though this date is still tentative.

However, the process still needs to be completed. The law still needs to be announced by the president and published in the State Gazette (Riigi Teataja). Once published, the new rules will take effect after ten days.
