Italy has extended the exemption on mandatory e-invoicing for healthcare-related B2C transactions until the end of 2025. This decision continues to shield sensitive personal health data from the standard digital invoicing requirements applied across other sectors.

What’s behind the extension?

On 21 February 2025, the Italian government officially extended the ban via Law No. 15, modifying article 3, paragraph 6 of the “Milleproroghe” Decree. This exemption, first introduced to prevent exposure of sensitive health information through e-invoicing systems, now remains in force until 31 December 2025.
The decision was driven by ongoing privacy concerns and the unique nature of healthcare transactions. Authorities are prioritizing patient data protection over digital compliance in this specific area.

Impact on healthcare providers

Healthcare providers offering services directly to consumers (B2C) can continue issuing invoices without using the e-invoicing system for another year. However, this is a temporary relief, and future policy updates could change the compliance landscape. It’s essential to stay informed and be ready for a potential transition after 2025.
