Portugal extends e‑invoicing deadline for SMEs to end of 2025

More time for small businesses to get compliant

On 10 March 2025, the Portuguese government published Decree-law no. 13-A/2025. The law postpones the mandatory use of e-invoicing in business-to-government (B2G) transactions for micro, small and medium-sized enterprises. The new deadline is now set for 31 December 2025, a full year later than the original date of 1 January 2025.

The change gives smaller enterprises more breathing room to prepare for the technical and administrative steps needed to implement compliant e-invoicing processes. Until the end of 2025, these businesses can still use existing methods when invoicing public entities.

Background of the e‑invoicing requirement

Portugal, like many other EU countries, has been gradually expanding the use of e-invoicing in public procurement. Large companies were already required to comply, and this extension now adjusts the timeline for smaller firms. The move aims to support smoother adoption and reduce compliance pressure.
